Lucan Bey simply filches souls for his own nefarious purpose. He usually waits until they are well dead before he pays a visit- he's a creature who can't stand mewling and shouting. This is an avenue where the people in St. Lun's bury the ones they don't have enough money to give funerals to. Bodies are marked with a red umbrella. It's considered good luck to be buried close to a tower or a bridge, in order to ease the journey to the afterlife.
